Fueros were the charters granted to villages, towns and regions by Spanish monarchs in the Middle Ages and which established their rights and obligations. The fueros under which the Basques and Navarrese received certain privileges (some fiscal autonomy, their own local administration system and exemption from military service outside their province) became a political football in the 19th Century, being alternately abolished and restored depending on the interests of the monarch or administration in power. Today, Navarre is recognized in the Estado de las Autonomías as the Comunidad Foral de Navarra.
