Al mandatar a la OEA a elaborar este Informe, las Jefas y Jefes de Estado de nuestro continente nos asignaron una alta responsabilidad.	In mandating the OAS to prepare this Report, the Heads of State and Government of the Americas bestowed upon us a heavy burden of responsibility.

Los delegados protestaron porque los gobiernos han tratado de evitar los procedimientos por indicación médica, mandatar procedimientos médicos no indicados y ciertas prácticas de prescripción.
