Toda apelación será inmediatamente sometida a votación, y la decisión del Presidente seguirá en pie a menos que la mayoría de los miembros presentes y votantes decidieren de otro modo.	Any appeal shall be immediately put to the vote, and the ruling of the Chairman shall stand unless overruled by a majority of the members present and voting.
El Secretario General, en consulta con el Presidente, queda autorizado para resolver en primera instancia toda consulta o queja presentada por un Capítulo, y sus decisiones y directrices serán obligatorias en tanto el Comité Ejecutivo o el Consejo no decidieren en contrario.	The Secretary General, in consultation with the President, shall be authorized to resolve initially all questions or complaints presented by a Chapter. His or her decisions and direction shall be binding, as long as the Executive Committee or the Council does not disagree.
