Se exceptúan de esta prohibición aquellas modificaciones que fueren pedidas expresamente por el Tribunal Superior Electoral y se acordaren por las dos terceras partes del Congreso. Los acuerdos adicionales a los Convenios de 1905 y 1954, concluidos por los Estados contratantes, se reputarán igualmente aplicables al presente Convenio, a no ser que los Estados interesados acordaren lo contrario.	Supplementary Agreements between Parties to the Conventions of 1905 and 1954 shall be considered as equally applicable to the present Convention unless the Parties have otherwise agreed.

Upon request of a Party, or on its own initiative, the panel may seek information and technical advice from any person or body that it deems appropriate, subject to paragraphs 34 and 35, and such additional terms and conditions as the Parties may agree upon.
