STRENGTHENING MUNICIPAL AND REGIONAL ADMINISTRATIONS Elizabeth Spehar, Executive Coordinator of the OAS Unit for the Promotion of Democracy (UPD), began the discussion describing the role of the UPD and what it has done in this sector.

Spehar nombró tres desafíos que afrontan las MOEs en su evolución futura: adaptarse a las necesidades cambiantes de los países; mantener su sustentabilidad en términos de fondos, relevancia y credibilidad; e incrementar el impacto de sus reportes de observación.	Spehar pointed out three challenges the EOMs face in their future development: adapting to the evolving needs of the countries; maintaining their sustainability in terms of funding, relevance and credibility; and increasing the impact of the observation reports.
